Temple Theological Institute and Bible College (T.T.I.B.C.)

is fully accredited and dedicated to the purpose of teaching biblical theology to equip men and women with skills to become efficient within the field of labor and Ministries, that God has called them to. We believe everyone, regardless of his or her previous educational achievement, should have an opportunity to receive a biblical education, in rightly dividing God’s word.

From the President

Temple Theological Institute and Bible College (T.T.I.B.C.) is dedicated to the purpose of teaching biblical theology, equipping all human beings with skills to become efficient within the field of ministries, God has called them. We believe everyone, regardless of his or her previous educational achievement, should have an opportunity to receive a biblical education.


At T.T.I.B.C., students are taught God has preserved His Word without error and that it should be preached throughout all nations for the purpose of salvation for all. Jesus said in Matthew 28:19-20, "Go ye there, and teach all Nations, baptizing them in the name of the Father, and of the Son, and of the Holy Ghost, teaching them to observe all things whatsoever I have commanded you; and low, I am with you always even to the end of the World." An education from T.T.I.B.C., will allow you to fulfill that command with knowledge and confidence.

Our goal and purpose at “T.T.I.B.C.” are to enlighten and instruct students in the Bible and church-related studies, from a theological perspective. We are admonished according to Il Timothy 2:15 to "Study to show thyself approved unto God, workman that needeth not to be ashamed, rightly dividing the Word of Truth." I have yet to see a Seminary graduate who has applied themselves to study and has had difficulty in preparing a sermon or unable to speak on any given subject as it relates to the Bible.


For many years I thought Seminary was a place where one went to become a preacher or priest. In August of 2000, when I started my Seminary education, the first few weeks’ emphasis was placed on " receiving a degree". I thought back then that Seminary was a place to receive a degree. However, after a few years of staying up late hours in the night, going back and forth to libraries searching and researching for answers, I finally realized that Seminary is a place for learning. Edward L. Thorndike, a pioneer in studying learning, said, "Seminary is a place for instruction, training, or development", and if The Seminary does not create preachers! Matthew 20:16 says, "For many are called, but few chosen." God calls men and women to preach the Gospel and the Seminary offers the called person an opportunity to develop the gift that God has already given them, basically to equip the saints for the work of ministry.

Dr. Clark is the pastor of Temple of Deliverance Worship Center, Fairfield CA., Former Professor at the Stockton, Bible Base, School of Theology, Professor at the Sacramento Theological Seminary & Bible College. He also serves STS, as a board member & Dean of College Business Developer. Dr. Clark, is a Professor of Good News Seminary & Bible College, Oakland CA.

In 2016, Dr. Clark founded and established The Temple Theological Institute & Bible College, in Fairfield, where he serves as President and Chancellor. He is also, a California State Certified Marriage Counselor & Trainer in "Mastering the Mysteries of Love." Dr. Clark’s teaching ministry spans over the past 40 years and he has pastored 12 years collectively.


He has over 28 years of Corporate experience with Hewlett-Packard where he retired as an Executive Business Consultant. He was awarded, the "Who's who in America" while working at HP.

Dr. Clark is gifted in developing leaders. He developed a manual on "How to choose leaders" in your local church. He has lectured, taught, and developed educators for over 20 years. Some of the highlights of his specialized teaching skills are as, Church Administration/Organization, Spiritual Leadership, Spiritual Maturity, Homiletics, Hermeneutics, Stewardship, church Growth, and a series of other subjects/lessons.

Dr. Clark is married to his black diamond, Executive Pastor, Ist. Lady Dr. Shirley Clark. He has two daughters and six grandchildren, not to mention he inherited through marriage another daughter and four sons and a host of grands & great grandchildren.

1st Lady Dr. Shirley Clark currently serves as the Temple’s Founding Executive Pastor, Director of Christian Education and Director of Women Ministry, the Superlative FEW (Superlative Faith Empowered Women of God). The women ministry is an active ministry working under the theme, “Faith Empowered Women of God with a mind to work”.


In May of 2018, Dr. Shirley Clark received an Honorary Doctorate of Christian Education and Teaching Certificate at Sacramento Theological Seminary & Bible College. Dr. Clark also earned a master’s degree in Christian Education at Bible Base School of Theology. She holds a Bachelor of Art degree in Theology and a double degree in Biblical Studies. Dr. Shirley Clark completed her theological studies with a 4.0 grade point average in each program of study. She received her Evangelism Diploma under the National Evangelism movement of the Bethany Bible College of Los Angeles.

Dr. Shirley Clark loves God, loves his word, and loves his people. She is heart focused and dedicated to a ministry of “Restoration”. Her passion is teaching and preaching God’s word with clarity, conviction and power so that men and women might receive Christ as their personal savior and others might be restored back to him and begin to enjoy the abundance of life Christ died for -- (“I came that you might have life and have it more abundantly – John 10:10b”).

Dr. Clark’s favorite scripture and foundation of her victory in all her struggles is Matthew 6:33 - But seek ye first the kingdom of God, and his righteousness; and all these things shall be added unto you. (KJV)


1st Lady Evangelist Dr. Shirley Clark is a woman after God's own Heart. She is the devoted wife of Dr. Richard D. Clark. They live in American Canyon, CA. Together they are committed to embracing the new season and direction God is taking the Temple ministry.


She is a strong and devoted mother. 1st Lady & Pastor Clark together have seven (7) Adult children, three daughters and four sons, 29 grandchildren, and seven (14) great-grandchildren. 1st Lady Clark is a god mother, friend, and counselor to many. She is known for her tough spiritual love and respectfully referred to as “Mama Shirley” by many. If you are serious about a breakthrough, Dr. Shirley Clark is the person to call. She spends countless hours ministering to women of all ages from all walks of life. She wants them to be delivered, made whole and to embrace walking in victory like James 1:4 - “But let patience have its perfect work, that you may be perfect and complete, lacking nothing”.

 

She enjoys reading, taking long walks, being near the water, listening to soft music, and cooking for her family. She is the proud found of thee Tabernacle of Antioch Worship Center now Temple of Deliverance Worship where her husband, Dr. Richard D. Clark serves as senior pastor. Temple fondly referred to her as the “Pastorlady".

Pastor Terrence Reed has been a dedicated and loyal leader for several years. He is a member and Associate Pastor at Word of the Kingdom Ministries in Sacramento, California. Prior to that he was a member and Associate Pastor at Resurrection Power Evangelistic Center (RPEC) in Stockton, California, where he led the discipleship program, Men’s Ministry, and was a co-leader of the Marriage Enrichment Ministry. Having a passion for the emerging generations, Minister Reed also served a year as Youth Church Leader.


He grew up as a youngster in various parts of the country as the son of a career Air Force serviceman, finally settling in Stockton, California in 1968. He came to know Jesus Christ as Lord and Savior in 1989. Before serving at RPEC, Pastor Reed was Worship Leader at Stockton Christian Ministries. He was also a long-time employee of the U.S. Postal Service, retiring in 2019 after 41 years.

Dr. Terrance Reed, Professor

Pastor Reed received his Doctorate in Theology in June 2020 from Sacramento Theological Seminary. He also is a graduate of the Ministers Training Program from RPEC. He shares Paul's sentiments in II Timothy 2:15 "Work hard so you can present yourself to God and receive his approval. Be a good worker, one who does not need to be ashamed and who correctly explains the word of truth.”


He is married to Debrán who is his best friend and encourager in always seeking a deeper relationship with the Father. Together they wrote a 7-course discipleship training series for preparing believers to live according to and to share the Word of God. They share five children and eight grandchildren. Their marriage is true evidence that God does give the greatest gifts.

I am committed to promoting diversity and inclusion at colleges and universities and in the community at large. My long-time commitment to equity and inclusion is grounded in my personal experience, volunteerism, and my leadership roles. As part of my research, I developed The Adaptive Theory of Student Success, which suggests that certain components should be part of the campus engagement efforts. My research involved high-risk students who relied on “special programs” for academic support. Supporting students holistically is an effective approach to implementing Diversity, Equity, Inclusion, and Accessibility practices.


With the help of the Lord, being supportive of students is my Forte. Currently, I am the Associate Dean of Special Programs at a local community college, and I am a member of a Statewide Advisory Group to discuss meaningful strategies that address the concerns of students with disabilities. I helped to develop the DREAM Network (which provides information and resources for undocumented students). I am a member of the National Advancement for Colored People (NAACP, Modesto/Stanislaus) and its Chair of the Health & Well-being Committee to address inclusionary efforts for a culture of healthy communities.

About Dr. Jacquelyn Forte, EdD

I am a member of the American Association of University Women (AAUW) to promote equity and education for women and girls. I was a first-generation college student and have earned three degrees: Bachelor of Science in Biological Sciences, Master of Science in Interdisciplinary Students – Health & Wellness Promotion, and an Education Doctorate in Education Leadership. My study speaks to the importance of the facets I researched, social, emotional, physical, intellectual, spiritual, and occupational. I have over 25 years of higher education experience, including teaching both undergraduate and graduate courses. I love the Lord and I am the Administrative Pastor of Courts of Praise Community Church in Manteca.
